History and Name
The development of the area began in the late 19th and early 20th centuries.
The town was originally known as Carmen Sylva, a name given in honor of Queen Elisabeth of Romania (whose literary pseudonym was Carmen Sylva).
This name was officially assigned around 1912, when the first villas and hotels began to appear.
After the communist regime came to power in Romania, the name was changed to Vasile Roaită (a railway worker regarded as a hero of the labor movement), and later, in 1962, it received its current name, Eforie Sud, to align it with the neighboring resort, Eforie Nord.
Administratively, Eforie Sud is part of the town of Eforie. See Wikipedia

Unusual Facts About Eforie Sud
Eforie Sud has a few peculiarities:
Developed by the Ephorate of Civil Hospitals: Unlike other resorts, Eforie (both Nord and Sud) was originally developed by the Ephorate of Civil Hospitals in Bucharest, a powerful charitable institution. It invested in infrastructure in order to use the revenue to maintain the hospitals and asylums it administered.
“Little Gibraltar”: Thanks to its position on a high promontory (the cliff can reach 30-35 meters), Eforie Sud has sometimes been nicknamed the “Little Gibraltar” of the Romanian coast.
A Past of Changing Names: After the royal period, under the communist regime, the resort was renamed “Vasile Roaită”. It was only after 1962 that it received its current name, Eforie Sud, to distinguish it from Eforie Nord.
Movilă Park – A Unique Green Oasis: In the heart of the resort lies Movilă Park, a dendrological park covering about 3 hectares that is home to a variety of tree and shrub species, some of them quite rare for the coastal area. It is a place for strolling and relaxing, less crowded than the promenade.
Băile Reci and Techirghiol Mud: Although Lake Techirghiol is closer to the resort of the same name and to Eforie Nord, Eforie Sud also benefits from the therapeutic effects of the sapropelic mud. Here you will find the “Băile Reci” complex, an open-air sanatorium where you can have mud wraps and bathe in salt water from Lake Techirghiol that is brought here.
Preserved Interwar Architecture: You can still admire charming villas built in the interwar period, with a distinctive architecture that gives the resort a bohemian air and sets it apart from newer resorts built mainly during the communist or post-1989 period.
Tranquility: Compared to Eforie Nord or other very popular resorts such as Mamaia or Costinești, Eforie Sud has kept a quieter atmosphere. It is preferred by families and by those seeking relaxation and treatment rather than bustle and intense nightlife.
